Cemeen was born and raised in Madison, Wisconsin. She is a graduate of The University of Wisconsin – Madison (2017), where she earned a degree in Legal Studies. She received her law degree from Loyola University of Chicago School of Law in 2020. During her time at law school, Cemeen was a legal writing tutor for first year students, a member of the Child Legal Rights Journal, and practiced as a 711 Licensed student with the Civitas Child Law Center. She is admitted to practice in the State of Illinois and the Northern District of Illinois. She is an active member of the Chicago Bar Association, and the Transportation Lawyers Association.
